On May 5, 1990 the voters or rural Northwest Brazos County voted and approved the creation of Rural Fire Prevention District No. 4. On September 1, 2003 Brazos County RFPD was legislatively converted to ESD Emergency Services District No. 4.  On September 1, 2003 Brazos County RFPD was legislatively converted to Emergency Services District No. 4.

The boundaries of the ESD No.4 are approximately 120 square miles of rural northwest Brazos County including the communities of Brushy, Smetana and Benchley. Brazos County Emergency Services District No. 4 is responsible for fire services to the district and contracts with Brazos County Precinct 4 Volunteer Fire Department to provide.

The Brazos County Emergency Service Board No. 4 is made up of five commissioners appointed by the Brazos County Commissioners Court. These five commissioners each serve a 2 year term with no term limits. To serve as an ESD commissioner you must either live or own property inside the district boundaries. The commissioners usually meet once month to conduct business of the District at a duly posted time and location. Anyone wishing to serve on the ESD board may contact any board member for more information.
